Backup Job Suspended: Agent is not Ready or Agent Unreachable Since October 28, 2017

Almost everywhere I go in Enterprise Manager there is a yellow question mark under status.  Upon mousing over the yellow question mark, I see a message: "Agent Unreachable (Collections Disabled)".

In some places, it says "Agent Unreachable Since October 28, 2017 4:00:59 AM".  I was not here at that time, and the person who was does not remember doing anything to affect Oracle.

This has not been an issue, but now I have configured backups, and the status for the backup job is "Suspended: Agent is not Ready."

I'm not sure what this means, or how to correct it.

I've been looking at this for several weeks, on and off, and don't remember everything I've done.  I should have taken better notes.  I did spend a half a day last week searching the knowledge base documents, but did not see any that seemed to match my issue closely enough.  My attempts to view a log or run a diagnostic to help have been fruitless, and I am particularly curious if there is some basic thing that is usually the cause of this issue.

Any suggestions are welcome.

I am using Enterprise Manager Cloud Control 13C Release 2.

My database is Oracle Database 12c Enterprise Edition Release 12.1.0.2.0 - 64bit Production With the Partitioning, Automatic Storage Management, OLAP, Advanced Analytics and Real Application Testing Options

The Operating System on my VM is Windows 2012 R2 Datacenter
