Backup completed with status Internal obtar error

When our backups run we're getting the following errors and job fails:
A) Diagnostic data: 0x20008F06/93, dev_delay=0, data_delay=-1, fail)
B) Opening device /dev/obt0 failed – device is busy (OB scsi device driver)

Research here and in documentation does not define the diag code -- can someone shed light on this???

I tried doing some raw testing using tar but can't access device so I used obtar which keeps complaining:
run obtar -t -f /dev/obt0
Error: unable to use current volume: barcode required

I can't find anywhere in the Documentation (B14236-03) the tag line option to resolve this barcode required issue -- I would really like to test running tars to the tape device so I know it works outside of OBS for diagnostic reasons -- any insight here too would help.
