background process "FMON" failed while starting

Hello all,

I have issues as my database is failing to start with following error.
Database version Oracle 9.2

i gave number of restart to the server but still no go can some one please let me know solution for this.

ORA-00444: background process "FMON" failed while starting
ORA-32052: failed to start mapping service
