aws rds oracle, can't install ords

I'm trying to install Oracle Application Express, I used the aws instructions
I'm trying to install ords, but I ended up getting the following error:
Error executing script: ords_grant_privs.sql Error: ORA-01031: insufficient privileges
ORA-06512: at line 113

Any ideas what else is needed?

AWS RDS Oracle 19C database v19.22.0.0.0

I use this version ords 23.2
