AWR - Why the DB CPU + WAITS NON IDLE TIME less than 50 % DB TIME

Hi,
In some the AWR i have to analyse on this DB, the DBU CPU + WAITS Non Idle Time are less than 50 % of the DB Time.

Is there a good explanation for this behavior ?
