AWR Report and OS %iowait

Dear All,

I am having some performance issue on my one application. That application runs excellent under MS Windows 2003 32-bit on Sun Blade Server with Intel processor while same application with same Database Oracle 11g on HP Server of same specification Quad Core 3 GHz CPU with 8 GB RAM is slower, front end of the same application responses most of the time slower and for some screens on that server it takes too long to appear from menu. AWR report has been generated which shows following result. Any suggestions to improve this please at Oracle or Operating System level would highly be appreciated.

%iowait is always 99.8%. What does that mean?
