Automatic Subcontractor Payments

**Looking to automatically release subcontractor payments that have the owner funding submitted, no payment holds, and are less than 50k.**

We do not want the accountant to have to authorize payment on these items.

Accountants will place a manual hold if there is an off system payment hold.
