Automatic mview log shrink

I am in oracle 19.21 enterprise edition.. in alert log i am seeing

MVRF: kkzlShrinkMVLog: recommendations: Perform shrink, estimated savings is 11388367 bytes.
MVRF: kkzlShrinkMVLog: executed: alter table "MILS"."MLOG$_LICENSE" shrink space

What process is causing and how can it be disabled? We are seeing ORA-10632: Invalid rowid error when this happens
