Authorization Scheme Error Message

I have implemented a security check that looks at a authorized table specifying writes to each login. (Btw, is this at all best practice for authorization? Any suggestions?
It does work, but what it doesn't do is display the error message in the field: "Identify error message displayed when scheme violated"
Is that suppose to popup? Or do I have to write something specific for that message to display to the end user so they know they don't have the power to perform that process?
