Authid Cookie

I have read in the "Securing Oracle9i Reports" pdf... and I see in there that I can make some sort of Authid Cookie if I am not using SSO.

But do you still have to be using Portal to use Authid Cookies?

I am just trying to find a way to secure my reports with out using Portal and SSO.
