Authentication problem while trying to see the web page report

Hi,
I have created a workbook and when try to display it in the web page, it returns the error:

Authentication Failed.
(Could not locate or parse the .dbc file corresponding to the given Oracle Applications instance.)

I have disabled authentication by issuing:
java oracle.apps.fnd.security.AdminAppServer apps/apps AUTHENTICATION OFF DBC=dbdev_dev.dbc

Following some notes, I have created the copy of dev.dbc into two_task.dbc in %fnd_secure% directory and ran autoconfig, but even this did not solve the issue.

Please help me.
