Audit Information and Reports in EPBCS

Hi gurus,

All of a sudden, I ran into a new cool Audit feature in EPBCS. My question is that I need to have this function for another project but although these two EPBCS systems are sharing the same version one has this and the other has not. Product Version 17.07.78 (both tests). Does anyone have an idea how come I have this feature for this particular instance only? or that's just a miracle

As far as I know, we are not able to generate a report which shows all the data changes in the application. My another question is, do we have the capability with PBCS or EPBCS to generate such audit reports to show all the data changes -without this feature? ( side note, I know we can check it in SV per cell, but I'm talking about a report here)
