Attempt to load Oracle client libraries threw BadImageFormatException. This problem will occur when

I have downloaded and installed 64-bit ODAC 12c Release 2 (12.1.0.1.2) for Windows x64. Somehow I am still getting "Attempt to load Oracle client libraries threw BadImageFormatException. This problem will occur when running in 64 bit mode with 32 bit Oracle client components installed" in Visual Studio 2012 running on Win 7 64 bit.

Can someone tell me why the driver is 32 bit?
