attempt to configure ONS in FanManager failed with oracle.ons.NoServersAvailable: Subscription time

Hi All,

JDeveloper version: Studio Edition Version 12.2.1.3.0

Database Connected to : Oracle DBCS

Requirement: I have an application which is using the database schema created on Database Cloud Service. Now when I tried to run the application in JDevloper (using integrated weblogic server) I am getting the below error:

Sep 10, 2018 9:16:48 PM oracle.simplefan.impl.FanManager configure

SEVERE: attempt to configure ONS in FanManager failed with oracle.ons.NoServersAvailable: Subscription time out

Please note, if i change the target database to some which I have installed locally it is running perfectly fine.
