Attachment Problem!

Hi

EBS 11.5.9
WF ver 2.6.3
DB 9.2

We are facing this problem,does anybody have any idea about this?
Users are able to receive Workflow notifications with attachments through Email (whose preference is set to mail with html attachments). When the attachments are opened in outlook,
if file is of type pdf , contents are missing. (file size is same as what user has attached).
in case of doc/xls files, the files are damaged/scrap contents when received.

but users are able to view the attachments perfectly through notification summary.
