Assign security group access to Business Rules Template - PBCS/EPBCS

Greetings,

I am trying to assign a group access security to a Business Rule template in EPBCS as shown below:

However, when i go to Business Rules Security i can't find the template anywhere. I know this is a very basic question. Please advice
