ASM not starting up

Hi Team -

I am getting the below error when i try to startup the asm - Could you plesase help me on this.

PS : i am creating new oracle software stand alone in new host.

Version : 11.2.0.4

xxxxxxxxxxx:+ASM /oracle/product/grid/bin > crsctl check has

CRS-4638: Oracle High Availability Services is online

xxxxxxxxx:+ASM /oracle/product/grid/bin > sqlplus / as sysasm

SQL> startup nomount;
