Are glibc packages part of the UEK/RHEL kernel ? Question from a DBA

OS : Oracle Linux 6.6

RDBMS version : 11.2.0.4

We are fairly new to Linux. We have been an AIX, Solaris shop. Now , we are moving DBs to Oracle Linux.

Are glibc packages part of the UEK/RHEL Kernel ? When we were installing Oracle RDBMS in AIX 6.x , our AIX system admins didn't have to install any packages related to C or C++.
