Archiver problem

Oracle 10g on dev server, I insert 10M records into the table.then it was hung. Looked at v$session, event column has this message:log file switch (archiving needed). then OEM give me this message: instance open but not available.
Archiver is unable to archive a redo log because the output device is full or unavailable.

The instance is open.

any help will be appreciated.
