Archiver hung even having sufficient space on mount point

Hi,

I am using oracle 10.2.0.1 enterprise edition on RHEL AS 4. After enabling archive log mode and setting parameters db_recovery_file_dest=/app/app/flash_recovery_area and db_recovery_file_dest_size=10gb I am still getting this error of archiver hung due to db_recovery_file_dest_size 100% used(ora-19809).
Surprizingly there is enough space on that mount point and the size of flash recovery area is only 2.5 GB. No space crunch is there on server. All permissions are proper to oracle user.Even after moving all archives from flash recovery area , alert log shows the same error.

Any suggestions....
