Archive log destination filled up on the primary database causing db hang

I'm analyzing the issue.But i can't understand the issue.
The archive log destination filled up on the primary database causing the database to hang as a result of the backup not deleting the archived logs. An internal process had failed to initialize on the bkpsrv-pa-s1 backup server.. The server start-up script has been modified with a delay to allow all internal processes to start successfully.
What is server start-up script. whether the internal process will backup the archived log from the primary database to backup- server.Can any one please advice.
