archive_lag_target not generating .arc files according to schedule

Hi All,

Oracle 9i on Windows 2003

I am checking the archive_lag_target on an old oracle server and noticed this value is set to 1800, that's fine. However, when I check the destination of the archive logs using 'log_archive_dest', I only see .arc files there since the last daily full backup. There are no .arc files every 30 mins??

On my other oracle servers with this set, I do see .arc files created every 30 mins.

Any idea why? RETENTION POLICY in rman is set to RECOVERY WINDOW OF 2 DAYS.
