arabic text displayed as strange character and symbols

Hi all ,

I'm trying to display Arabic text of labels and output texts these texts existed in a bundle file am using JDev 11.1.1.7.0 and win 7 x86 , i set the language for non_uniode programs to arabic and i set the Encoding to UTF-8 in JDev and i change the nls_Lang to AR8MSWIN1256 and there is no use any one can help me .
