Arabic Report

Dear Oracle Gurus
I am facing problem in report as Arabic text is displaying as garbage ? marks. values from database are displaying fine but the static text that i have written on report have problem.
Same report is running on 10g with OS Win XP and with MS-Word but not with PDF.
My actual problem is with 11g and OS Win 7 because here report is also not running with MS Word. I have made the changes in nls_lang as AMERICAN_AMERICA.AR8MSWIN1256
and with ARABIC_SAUDI ARABIA.AR8MSWIN1256 but not succeeded.
and also this report is running from a form.

plz help me in this regards
