Arabic fonts not displaying

Hi,

When I copy 'Report run time' (A form to run all reports ) from one system to another
the Arabic words are displaying in different characters in form window.
In report it is displaying Arabic. And
In the first system everything working fine.

What are the possible reasons?
I installed report 6i and form 6i and select Arabic version.
And OS language also set in ARABIC.
