Arabic characters are displayed as question marks!!!(PLEASE HELP!!!!)

Hi All,

I have a database which contains data since three years, one table contains the "arabic" name.
When i view these tables after connecting throught telnet(putty), i see that some characters are displayed correctly in arabic and some have question marks.

The database character set is AL32UTF8
and USERENV parameter in database is AMERICAN_AMERICA.AL32UTF8.

I want to know what could be the reason that some characters are displayed correctly and some are displayed as question marks in the same table.

Is this issue because of the client machines wrong character set( i do not know the client pc's character set as there are hundereds of workstations having a software(CPR) installed and data entered from them.

And how can i convert these question marks into proper arabic characters.

I have checked online but most of the answers are for issues where the entrie output is question mark or some junk characters, but none were some characters are proper and some not in the same table.

Kindly reply as the matter is of urgent nature.
