Apps With Multiple Languages

For Apps with multi languages we need shadow applications.

For example, if I have 3 apps and I need them in english, french and german, then I need 9 apps in total.

I need to confirm something.

If I make a change to a main app (english), then I need to also make that change to the shadow apps (french & german).

Correct ?
