appropriate value for OPTIMIZER_INDEX_COST_ADJ

i have seen at many sites that setting this parameter value to 10-50 will certainly improve the performance of the most OLTP systems.
SQL> select event, average_wait from v$system_event where event like ‘db file s%read’;
EVENT AVERAGE_WAIT
----------------------- ------------
db file sequential read .59
db file scattered read .78
here according to the above data the best value for OPTIMIZER_INDEX_COST_ADJ is 75.
can any one tell me what would be the best way to set this parameter.. or leave this parameter value to 100 (default value)..
