Application ID and Security Group ID not Consistent Error

Hello,

I have 3 workspaces in single db and I get below error when I try to install any APEX Plugins- this error occurs only in one of the workspaces, any idea why I'm getting this error?

ORA-20001: GET_BLOCK Error. ORA-20001: Execution of the statement was unsuccessful. 
ORA-20001: Error creating plug-in id=&amp;quot;3570023487786887255&amp;quot;
 ORA-20001: Application ID and current security group ID are not consistent.
