apostrophe's displaying as upside down ? when report ran from reports srver

I have a report that when it is run from the reports server the ' example fred's displays with an upside down question mark where the ' is.

The database stored the information correct because I can see the apostrophe.
When I run the report from the reports builder it displays it correctly.

However when I run it using APEXs and it displays the report using the url the apostrophe displays as an upside question mark.

Could this be because of the fonts on the reports server?

I am not sure where to begin.
