Apostrophe not working properly in sql editor window

I have found this really weird bug that I have not experienced before. If I type :

select 'hello' from dual into teh sql window (or edit a package and put in similar code) then when I press the apostrophe key the cursor does not move forwar until I type in the next key. Sometimes this leads to me having a letter with an accent on top of it instead of an apostrophe and the corerct letter. Why is this happening ? Is it some keyboard setting ? It does not behave like this in sqlplus.

I'm using version 1.2.1
