API5022: cannot connect to specified repository. Problem?

Hi,
I have installed Warehouse Builder 10g Release 2 on database 10.2 and successfully created a repository. When I started the Design Center yesterday the first time, I didn't have a problem with the connection. Today, I changed the language information in the Appearance Preferences in the Design Center as told in the OWB user's guide 10.2. After rebooting I got the error message:
API5022:can not connect to the specified repository. Verify connection information.

I checked the connection information twice, but it still doesn't work. All clients are running and I can connect to the database with the Enterprise Manager. The user want to connect with is also there.

Does anybody know how to solve this problem? Thanks in advance.
