Apex workflow ERROR: "APEX.WORKFLOW.VERSION_NOT_DEV"

Hi,

When switching workflow from “in development” to “Active”, I got

-APEX error code: APEX.WORKFLOW.VERSION_NOT_DEV

- SQL error: ORA-01403: no data found

on PROCESS → workflow → start. When it is in “development”, its works fine.

Does anyone know what causes this?
