apex_web_service.make_rest_request certificate error

Hallo everyone,

I know this question has been asked before. However I could not find an relevant answer. Therefore my problem:

I use apex_web_service.make_rest_request to make a rest request to google api, for example https://www.googleapis.com/oauth2/v4/token. I get most of the times an answer, but sometimes I get ORA-29024, certificate error (I cannot get any other information except this).

This not happen at moments of the day, but just calling the webservice for example10 times in 1 minute, it will fail twice. The issue is there for a while, it just got worse lately.

We do have the root certificate from GeoTrust and we even tried other versions of the certificate.

It works well from other tools like SOAPUI, but it is smart enought to find it's own certificates. I did tried to use UTL_HTTP package, but I get the same behaviour; so I guess it is not a specific APEX question. But I do appreciate your help. And even if you do not have the answer, do you know what could give such an inconsistency?

Configuration (if relevant): APEX 5.0, Oracle SE 12.1, ORDS on Glassfish + IIS server
