Apex Vs Jdeveloper

Hi All,

I have application which is developed using Oracle forms and reports and oracle database.

So I am confused should I migrate to Oracle Apex or Oracle Jdeveloper?

if I am using Oracle Apex then at the time of deployment to client side which licenses client need to buy ?
