APEX View/Table to query user preferences

Is there a view or table that I can query to report on User Preferences? I'm aware of the APEX_UTL.GET_PREFERENCE function, but that requires that you query on a specific user preference. I'm essentially after a complete list of all preferences that have been set for all users.
