APEX_UTIL.set_session_state results to ORA-01031: insufficient privileges

I'm using apex 5.1 and universal theme.

I have a page that calls a modal page and I get the error below.

It worked before then I use the shared compenent -> set session state protection enabled and then I disabled it.

It seems like it still is doing some ssp protection, thanks
