APEX Theme Refresh on APEX 24.2 runs into ORA-01403 when opening User Interface Attributes

We Upgraded our environment from APEX 24.1 to APEX 24.2.2

First step after Upgrading was to change the compatibility mode to 24.2 and refresh the Universal Theme.

When starting the application this error occurs:

Another problem is that the Shared Components “User Interface Attributes” are resulting in an ORA-01403

I cannot put the APP file here its only possible to give this file to an Oracle Employee directly.
