APEX_STRING.SPLIT with Regular Expression on CSV file

An Excel CSV file can have comma separated tokens as well as quoted strings, with embedded commas. I tried to come up with a regular expression that apex_string.split would deal with this, but could not discover one. I had to resort to REGEXP but this would be much cleaner.
