when navigating in the Apex application the users keep getting a page with a frowning face and the text.

error processing request
Contact your system administrator
if they click refresh a few times then the page comes up. the problem is that there is no indication of what the error is and no data in ANY log files that we can find to help me diagnose how to fix the error.
This started in APEX 5.1 so we upgraded to 18.2 hoping that would either resolve the issue or at least provide us additional diagnostics. but that did not help.
