APEX sez user account is locked, except it ain't

Have an instance that I upgraded to 23.2 and things appear to have gone fine. However, when I try to log in, I get the message the account is locked. I log into the admin site and Manage Developers and Users shows the account is not locked. I've created another account and it's working fine.
