APEX rich text editor - page item and development tool?

I came across article The updated APEX 5.0 Rich Text Editor - Explorer | Award Winning UK Oracle Partner about using rich text editors.  Is the rich text editor only a page item, or is there a way to use a rich text editor within the APEX development environment itself for editing HTML blocks?

I work with email templates and it was suggested that using the APEX rich text editor would be helpful.  I don't see in the dev environment where one would do that.
