APEX report tools that have command line options

We are migrating from Oracle Forms and Reports 11g to APEX 18 and an unknown reporting tool. One reporting tool we are looking at is Crystal Reports. Can CR be called from an APEX form? Does it require the use of an API? Can Crystal Reports be called from command line (including parameter string or cmd file) in a bat file? Thanks.
