APEX Report blob content o/p showing in UTF-8

Hi,

In one of my reports, there is a report which is showing up a blob content as a text file and when we download it then text format is showing in UTF 8.

but we need to download it on ANSII default.

we have tried to convert with convert (v_text,'US7ASCII','UTF8') ) but it's not working.

can somebody suggest how can I convert a blob content column text encoding to ANSI?
