apex_public_user, vpd, and scheduler jobs

Greetings, I found the scheduler jobs are running as "apex_public_user" instead of app_user as in interactive situation. If I have vpd defined on the table using "app_user" solution the job cannot see the table. If I modify vpd to grant "apex_public_user" the privilege will that be a security exposure?
