APEX_PUBLIC_USER Locked out

I have a vpd enabled database upon which I have installed (in a seperate series of schemas) APEX. When I was entering data and playing with hiding buttons (create and edit) I started getting 'Service unavailable' error messages from Apache. Drilling into this a bit more, I found that the APEX_PUBLIC_USER account was being locked out of the appication. The end result is that I cannot get to teh login screens of either the APEX site or APEX_ADMIN.

It looks like the site(s) have started to deny access to the public user. I have not configured this series of settings (deliberately anyway) and wonder, is it possible to:

Pass admin credentials to the mod_plsql/Marvel processes
modify the APEX base tables to reverse this?
