APEX page - Not dynamically scaling

Hi,

My sample application page - http://r12apps.vipappsconsulting.com:8080/apex/f?p=104:3

Credentials: guest/guest

When we launch the same page on tablet browser (or) even laptop with different resolution - It produces a horizontal scrollbar to show contents across the right not fitting the window

Would it possible in APEX so that page dynamically scales up or down based on the browser used (Tablet or laptop with different resolution or laptop connected to wide screen monitor)?
