apex ords 503 Service Unavailable.

Hi,
In Windows 10 system there is apex 22.1 version on 8080 port on Database 19c running. My Java version:

java version "1.8.0_301"
Java(TM) SE Runtime Environment (build 1.8.0_301-b09)
Java HotSpot(TM) 64-Bit Server VM (build 25.301-b09, mixed mode)
ords 21.4.3
any solution please ?
