apex.oracle.com developer workspace hangs

Performance problems on apex.oracle.com since transition to 19.1

Hi there, I am testing apps within a workspace in apex.oracle.com and notice a number of issues since the migration to 19.1. I am using Chrome 73.0.3683.86 but the issues also appear in Edge. More or less at random, the developer workspace freezes up or the application itself freezes up, often with the message bottom left "waiting for apex.oracle.com", for example when activating a popup LOV. Other tabs in the browser remain active and certain elements of the blocked window also remain active, for example I can still navigate to another page with the navigation menu. Sometimes when I return to the blocked page, it is still blocked. This happens also in the developer workspace, so I do not think it is my application per se causing the trouble. When I look at page performance and networking issues, I see that the blockage is caused by a very long Waiting (TTFB) exactly on the core https://apex.oracle.com/pls/apex/f?p=… .. access to the server. Seems the server side just does not respond. Waiting time is untenable at couple of minutes.  Anybody else seeing this and any idea for a remedy?
