Send mail on Apex Oracle Cloud free tier

I have create an Apex instance based an a Oracle Always free tier acount.

I tried to send a email through apex_mail.send. I used this many times on oracle.apex.com but here on this cloud apex instance the mails keep hanging in de mail queue. apex_mail.push_queue does not make the difference.

I assume that I forgot to configure some of the mail / smtp options.

But u do not know the rules on this new instance. This is what the admin email setting is right know:

Localhost

and smtp host port: 587

I can see the mails in de mail queue screen in the admin pages. When i press the force send mail button also nothing happens en the mails keep on hanging.

Have I forgotten something?

Any help is appreciated.
